It's 12watt and about 1000lumens by the looks so you can get it much closer to your plants ie 2-3 inches from the tops of the plant.
You're going to need to lst to keep the other plants entire growth within 2-3 inches of the light ie grow it horizontally and bend it over. The field of light from the unit you have is very shallow so you have to grow a flat canopy.
Ultimately you need more light in there asap as you will not be able to produce a decent crop from this light alone. The lack of light is what's caused the stretching on the seedling. When you repot the seedling, bury it to it's first set of leaves and it will be fine just be sure to keep them nice and close to this light or they will get very lanky.
Decent led grow lights are getting cheaper and cheaper from ebay/amazon so check before you start buying bulbs whether the cost of 6 bulbs + bases etc is worth the effort vs simply buying a ready made unit.

Good question. You need to shop the actual wattage rather than the headline wattage, the ones they call 600w can be anything from 70w to 200w real power draw, this information is usually in the technical spec details.
These lights do work well but you need to shop around for one with a decent actual wattage and preferably 5w or larger diodes ;)
What's your budget? I'll post some links to some decent ones in your price range and explain why they're good.
